Paul Ricci, AICP, PP

Mr. Ricci is a licensed professional planner and a member of the American Institute of Certified Planners. He has over 20 years of experience providing planning services to public and private clients. He is an expert in land use planning, zoning, redevelopment, and development review, and has worked in dozens of communities throughout New Jersey on a full range of projects. He currently provides consulting services to Lincoln Park, Linden, Middlesex, Nutley and Prospect Park. Prior to creating RicciPlanning, he represented Boards in Alexandria, Asbury Park, Byram, Egg Harbor City, Fanwood, Hammonton, Keyport, Knowlton, Logan and Summit. 

As an expert witness representing private clients, Mr. Ricci has secured development approvals in 20 out of 21 of New Jersey’s counties, and in more than 200 municipalities throughout the state. He has also testified as an expert in the Bergen County Superior Court and in front of the Fort Monmouth Economic Revitalization Authority (FMERA). In addition, he has also defended municipalities against various matters of litigation.

As a member of the New Jersey Planning Officials (NJPO), he routinely teaches training courses for new and experienced board members, and has prepared an update to the NJPO’s Master Plan Manual, which is a guide that planners throughout the state use as a resource to assist in the preparation of master plans. Mr. Ricci has an excellent reputation for working with local officials, property owners and the public to build consensus, and to explain municipal and state regulations. 

Mr. Ricci has served as the principal author for ordinance overhauls, comprehensive master plans, master plan reexamination reports, and planning studies in more than 20 New Jersey communities. In addition, he regularly prepares redevelopment studies and plans, as well as fiscal impact analyses and community impact studies for private clients throughout the state. Notably, Mr. Ricci testified for the first use variance case in front of FMERA.
